How to build electronic microwave signal jamming device?

I wish to make an electronic microwave signal jamming device for the ELF (extremely low frequency) range, for 1-100 Hz frequency and 5-100 mW power.

My goal is for the device to “jam” any broadcast signal having the above parameters, within a reasonable range (say within 25-50 ft of the device).

I have a technical degree, but not in electronics. I have some exposure to electronics, so I am interested in creating this device.

However, I believe that I need something called an “oscillator” that will produce the ELF frequency that I need, and I am not sure if I can buy something like this “off-the-shelf”. Also, I think that the antenna for an ELF frequency may be difficult to come by. I believe that the way around this is to use a “Maser” (Microwave Laser), but I am only guessing.

Any constructive suggestions on where I could start, and/or especially where I could find Schematics to get me going on this project are much appreciated!

Well, you should start by learning enough electronics to discover that microwave and 0-100 Hz are contradictory. “Microwaves are electromagnetic waves with wavelengths ranging from 1mm – 1m, or frequencies between 0.3 GHz and 300 GHz” http://en.wikipedia.org/wiki/Microwave
A maser is not an antenna and it is not a “microwave laser” as it came first and stands for Microwave Amplification by Stimulated Emission of Radiation http://en.wikipedia.org/wiki/Maser just as laser starts Light Emission
As the Navy knows in trying to build one, an antenna for ELF covers acres of ground. http://en.wikipedia.org/wiki/Extremely_low_frequency
And jamming does not eliminate ELF, it confuses any signals sent by it and just increases the amount of electromagnetic radiation in the area.
