Frequency Counter Schematic

How can I make a Frequency Counter without using Microcontrollers.?

I need a Frequency Counter or some instrument to measure frequency and digitally display it. The range is from 1k to 100k Hz. I need it to display the frequency at the output of a phase locked loop.
I researched Frequency counters and they all seem to use PIC microcontrollers or other controllers. I have no idea how to use a microcontroller, so I would like to avoid one.
A schematic would be nice. That or an off the shelf product that is simple and not too expensive either.

And if i absolutely necessary, what programs are available for microcontrollers and how would I program one???
