no picture and audio on my small TV?

there’s no picture and audio on my small TV after i turn-on my small TV, there is however a seem thuk in the speaker after i plug-within the supply cord. i attempted to spread out the rear of the television to see if the fuse is alright also it appears to become good. i trace the bond flow in the primary supply towards the IC with four hooks using the manifestation of + and – on finish hooks and that i got measured about a lot more than 250 volts.

Do you know me exactly what the possible parts about the board that leading to the television to fail in activating?
